Early Signs of Lumber Retreat?

Not everyone has the delusional confidence of the National Post editors, a group who should know better. In what could be an early sign of re-evaluating the position of the province on timber stumpage, the Government of Alberta Department of Resource Development, Forest Industry Development has decided it requires the services of a consultant to provide timber valuations for deciduous and coniferous timber.

The consultant will provide services as required on a case-by-case basis throughout the term of the contract (April 20, 2001- March 31, 2002). The actual working time under the contract is expected to be 20-25 days.

The purpose of the contract is to provide:

  • market appraisals of directly sold timber quotas for both deciduous timber allocations and coniferous timber quotas;
  • market appraisals of the conversion of commercial timber permits and deciduous timber permits to coniferous timber quotas and deciduous timber allocations respectively;
  • market appraisals of the conversion of coniferous timber quotas and deciduous timber allocations to forest management agreements; and
  • estimates of adjustments to market values for various caveats and constraints on the timber dispositions and allocations directly sold or converted.
